Speaker: Preston Phillips – Hyperion Refining
“Hyperion Energy Center Update”
Preston Phillips is Vice President of Hyperion Refining, which owns the Hyperion Energy Center project in Union County, South Dakota. A member of the Hyperion team since 2002, Phillips works on multiple investment opportunities for the Dallas-based company and leads the development efforts for permitting and constructing the first new refinery in the United States in over 30 years. Prior to joining Hyperion, Mr. Phillips was involved in a variety of entrepreneurial activities including working for Sevin Rosen Funds in Dallas. He also worked for Texas Instruments in Marketing and Sales. Mr. Phillips holds a B.S. in Electrical Engineering from Texas A&M University and a Masters of Business Administration from the University of Texas at Austin.

“Education for Physicians for the Future”
Dr. Rodney R. Parry, a life long resident of South Dakota, serves as the Dean of the Sanford School of Medicine and Vice President for Health Affairs for the University of South Dakota.
As a member of the medical school faculty since 1976, he has served in many capacities for the school including student advisor, section head and professor of pulmonary medicine, transitional residency program director, campus dean and executive dean. Most recently, Dr. Parry retired from his clinical practice after providing over 30 years of patient care in pulmonary medicine and cystic fibrosis.
Dr. Parry is a past president of the South Dakota State Medical Association and immediate past chair of the American Medical Association Section on Medical Schools. In addition, he participates as a LCME accreditations survey team member for undergraduate medical educations programs in the United States.

Speaker: David Chicoine – President, South Dakota State University
“South Dakota State University: Update and the Future”
David L. Chicoine became the 19th president of South Dakota State University in January 2007. In his first two years as president the strategic framework plan “Achieving National Distinction while Strengthening Local Relevance” was developed, which included a comfort Brookings campus enrollment; the campus master plan was refreshed and a major comprehensive campaign, “It Starts with State”, was launched by the SDSU Foundation; SD’s first university affiliated research park Innovation Campus opened; new research and graduate programs moved forward; the Office of Technology Transfer opened and plans for new academic programs were developed (i.e. architecture). Prior to assuming the presidency, Dr. Chicoine was vice president for technology and economic development and a professor of agricultural economics and a member of the Institute for Government and Public Affairs at the University of Illinois. As vice president he served as senior officer and advisor to the president and the University’s Trustees on technology commercialization and economic development issues. He oversaw the University’s licensing offices, Illinois VENTURES, LLC the University’s start-up service business and University of Illinois Research Park, LLC, University’s company that developed research park and incubation services. Before that appointment, he served as Dean of the University of Illinois at Urbana-Champaign College of Agricultural, Consumer and Environmental Sciences, Faculty Athletics Representative to the Big Ten Conference and the National Collegiate Athletic Association, and head of the Department of Agricultural Economics. An Elk Point, SD, native, Dr. Chicoine graduated from SDSU in 1969 with a B.S. degree in Agribusiness. He later obtained an M.S. degree from the University of Delaware, an M.A. from Western Illinois University and a Ph.D. from the University of Illinois at Urbana-Champaign. Dr. Chicoine has served on the boards of DuPage County Technology Park , N.F.P., the Review Board of the Illinois State Treasurer's Illinois Technology Development Fund and the Argonne National Laboratory. He has received numerous awards and honors, some of which include: the USDA Superior Service Award, the Chevalier of the French National Order of Merit, Government of France, and the Distinguished Alumnus Award from the SDSU Department of Economics. Dr. Chicoine and his wife Marcia ’71 had two sons: Jason (deceased) and Joshua.

Speaker: Rick Melmer – Dean, USD School of Education
“Education in South Dakota – Challenges and Opportunities”
Dr. Rick Melmer is the Dean of the School of Education at the University of South Dakota. Melmer began his duties in November of 2008. Prior to his work as an Education Dean, Melmer served as the Secretary of Education for the State of South Dakota from 2003 – 2008. Dr. Melmer has worked at various levels in the K – 12 educational system. He was a classroom teacher for five years, an elementary principal for seven years and worked as a School Superintendent for 12 years.
Melmer, a South Dakota native, holds a B.A. in Elementary Education and Psychology from Dakota Wesleyan University, an M.A. in Elementary Administration from South Dakota State University, and an Ed.D. in Educational Administration from the University of Wyoming. Melmer has instructed several graduate courses at the University of Sioux Falls, Morningside College, the Iowa Area Education Agency, South Dakota State University and the University of South Dakota. He and his wife, Valerie, have three children, Tara, Megan and Sean. Tara is a teacher in South Dakota, Megan is a Nurse in Texas and Sean is working towards his teaching degree at Dakota State University. In his free time, he enjoys running, watching baseball, reading, and spending time with his family.
